You want water to readily absorb into it. The surface should be cleaned and allowed to dry. Unfortunately the tile cannot be adhered directly to the painted surface. The surface must be free from dust dirt grease oil or other contaminating material. If you use a stripper to remove the paint be sure to flush it thoroughly to remove any residuals. Paint used on concrete will not bond with the tile adhesive. Omg these are all rediculous suggestions.
